Position Title: Climate Information Application Specialist Grade / Level: Senior Specialist/Program Manager
Team: Climate Risks Management (CRM)

The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. ADPC is governed by its Board of Trustees and annually convenes the Regional Consultative Committee on Disaster Management (RCC) that brings together National Disaster Management Offices (NDMOs) from 26 countries of the Asian region. ADPC is currently in transition to an Intergovernmental Organization, with the ADPC charter signed in 2005 by 9 founder member countries of the Asian region.

ADPC has 4 thematically focused teams that support the achievement of the overall vision, mission and goals of ADPC- namely Climate Risk Management (CRM), Disaster Risk Management (DMS), Public Health in Emergencies (PHE) and Urban Disaster Risk Management (UDRM). The Climate Risks Management (CRM) team aims to build communities that are resilient to climate risks by enhancing capacities of communities and countries to manage climate risks at all time scales through the application of climate information in vulnerable sectors.  CRM’s focus areas include: a) managing climate variability through the application of localized and tailored climate information products; b) reducing vulnerability to longer-term climate change by adapting to short-term climate variability and extremes; and c) strengthening partnerships between the climate and media communities for the accurate and effective communication of the nature and implications of climate variability and change.

Duties and Responsibilities:

  • Collecting climate information such as regional and local climate outlooks, ENSO,MJO, downscaled future scenarios from various sources
  • Analyze climate information and translating / interpreting into a known language of the sector specific stakeholders (agriculture, water resources, urban development, natural resources and Env. Management , Health etc)
  • Analyzing vulnerability and impacts in different sectors (agriculture, water resources, urban development, natural resources and Env. Management , Health etc) based on climate information
  • Generating / preparing advance warnings and  dissemination of relevant information to sector specific stakeholders
  • Develop adaptation strategies and identification of risk management opportunities to address residual risk
  • Package scientific and technical information for communicating risks and assessment and gap analysis of end-to end warning dissemination between the source agencies and users
  • Analyze socio-economic vulnerabilities due to   changing climate scenario utilizing results from research on historical impacts, current adaptation /coping strategies and policy and institutional landscape, and changing socio-economic conditions (population growth, urbanization, economic growth, consumption trends, environmental degradation, etc,)
  • Provide resource inputs in development and delivery of   training & capacity building programs on the subject to enable user institutions and communities to translate climate information and apply decision support tools.
  • Advocate for the integration of climate forecast information application in development planning process and mainstreaming.
  • Assisting in developing strategic approach to  achieving program goals and sustainability of the climate risk management programs undertaken by ADPC
  • Assistance in increasing the CRM program outreach through development of new programmes, assistance in fund mobilization enhancement of existing partnerships and development of new partnership to increase the outreach.
  • Other duties and responsibilities as assigned by the Executive Director(ADPC)or Director responsible for Climate Risk management team

Required Qualifications / Selection Criteria:

Qualifications and experience:

  • Doctoral or master’s degree in climatology, climate risk management, environmental engineering or related field
  • At least 10 years experience in application of climate information, climate risk analysis and management
  • Extensive work experience in developing user-need climate information, analyzing vulnerability and impacts and communicating / disseminating climate information and developing adaptation tools at least for several vulnerable sectors will be an added qualification

Training skills and knowledge

  • Demonstrated knowledge and understanding of science of climate change, climate variability and hydro-meteorological extreme events
  • Demonstrated knowledge and understanding of impacts of hydro-meteorological hazards and climate change on societal system
  • Demonstrated knowledge and understanding of climate information application, translation / interpretation and dissemination to sector specific stakeholders
  • Demonstrated knowledge and understanding of climate hazard risk and probability and communication skills
  • Excellent English proficiency in oral and written communication, including a demonstrated track record in technical report writing and ability to communicate technical matters effectively to general audience

Personal Qualities

  • Self-motivated, pro-active and takes initiative
  • Demonstrated ability and plan and organize work and time independently

The Urban Disaster Risk Management (UDRM) Team envisions “Helping to make Asian Cities safer before the next Disaster Strikes” and focuses on the following areas:

  1. Helping to reduce disaster risk by building disaster resilient urban communities
  2. Promoting city development efforts, protecting environment without increasing the vulnerability to disasters,
  3. Promoting Mainstreaming Disaster Risk Reduction in Urban Local Governance
  4. Giving priority to building up physical, social and economic capacity of urban communities and institutions in disaster prone areas,
  5. Promoting improvement to access to safe shelter, services and infrastructure for urban communities by advocating for and facilitating the incorporation of disaster risks in development planning and management processes,
  6. Providing multi- disciplinary, multi- level, multi- cultural and multi-hazard approaches to urban disaster risk reduction focusing on initiatives for sustainable development and environmental protection.

The UDRM team undertakes activities on Urban DRR program implementation, capacity building & training, knowledge networking and consolidating partnerships, developing tools and techniques, research and documentation of good practices related to the above areas. The team works closely with the National Disaster Management Offices of partner countries, Cities and urban local governments, Un agencies, INGOs, NGOs ,academia etc. to implement its projects in the partner countries.

At present, the UDRM team implements disaster risk reduction programs/projects in countries of South and South East Asia with national, regional and global partner agencies namely:

  • Sectoral Agencies and ministries in national governments including Ministries of Disaster Management, Urban Planning, Public Works
  • City governments and city level stakeholders
  • UN agencies including UNDP, UN-ISDR, UNHABITAT
  • International financial institutions such as World Bank, ADB
  • Donor agencies namely USAID, DFID,EC,UNDP, Government of Norway
  • Regional organizations such as ADRC, Asian Institute of Technology (AIT), Oyo IC, Norwegian Geotechnical Institute, ITC-Netherlands etc
  • International and National NGOs in the region

UDRM Team implements a number of Programs to achieve its goals such as Program for Hydro – Meteorological Disaster Mitigation in Secondary Cities in Asia (PROMISE), Asian Program of Regional Capacity Enhancement for Landslide Impact Mitigation (RECLAIM), in countries of SA & SEA. Bangladesh, Bhutan, China, Nepal, Pakistan, Philippines, Indonesia, Vietnam, Sri Lanka, Thailand are some of the target countries where UDRM extends its training and other services at present.  The UDRM Team works with reputed DRR specialists and practitioners on a regular basis for specific technical inputs in implementation of its programs.

Duties and Responsibilities:

  • Coordination of urban climate risk management programs under UDRM and networking with partners for project related activities
  • Collecting and archiving observed historical meteorological & climatological data, Lateral and Boundary Conditions (LBC) of Global General Circulation Models (GCM), climate information and outlooks on ENSO, MJO, etc.
  • Quality control and statistical analysis of observed historical meteorological and climatological data for investigating mean, variance, variability, maximum, minimum, extremes, trends, outliers, wet and dry spells, etc.
  • Analyze Regional Climate Model (RCM) output data sets (PRECIS, RegCM3/4, WRF, etc) using GrADS, NCAR graphics, RIP, Vis5D, etc. for downscaling future climate change projection to city/urban level
  • Generate spatially interpolated gridded data sets (rainfall and temperature) using ANUSPLIN, SURFER, etc.
  • Mapping spatially interpolated meteorological parameters using SURFER, Arc GIS, Ilwis, etc.
  • Assistance in developing strategic approach to urban climate risk management, assistance in program development
  • Assistance in development of Annual work plans, budgets for urban climate risk management projects and national and regional training activities under specific projects;
  • Assist other teams of ADPC in implementation of country-level training activities
  • Any other responsibilities assigned by the Director, Urban Disaster Risk Management (UDRM) team.

Required Qualifications / Selection Criteria:

Qualifications and Experience:

  • Bachelor’s degree in meteorology, climatology, physical science or related field(Post graduate MSc or higher degree in Urban Disaster risk management, GIS applications, environmental science or related field will be an added qualification)
  • At least 05 years experience in analyzing observed meteorological & climatological data, handling large binary data sets from global and regional models
  • Analyzing GCM & RCM output data sets using GrADS, NCAR Graphics, RIP, Vis5D, etc.
  • Working in LINUX / UNIX operating systems
  • Experience with SURFER, ANUSPLIN, RClimDex, Arc GIS, Minitab, SPSS software
  • Work experience in executing RCM (PRECIS, RegCM3/4, WRF, etc) and utilizing statistical downscaling tools such as SDSM, CPT will be an added qualifications
  • Extensive working experience in the GIS applications in climate risk management field and spatial mapping of meteorological / climatological data will also be an added qualification
  • Minimum of five years experience in coordination & program implementation in the field of Climate risk management

Training Skills and Knowledge:

  • Demonstrated knowledge and understanding of Urban Disaster Risk Management
  • Demonstrated knowledge and understanding of the impacts of natural hazards including climate change on societal systems in particular in Urban areas
  • Excellent English proficiency in oral and written communication, including a demonstrated track record in technical report writing and ability to communicate technical matters effectively to general audiences

Personal Qualities:
